Wildlife Waterhole - History?

While camping this weekend at S-Tree Campground in Daniel Boone National Forest (Just off the Sheltowee Trace), we took a short hike on the Renfro Loop. This area is in the Mill Creek Wildlife Management Area. While hiking on the Renfro loop from our campground, we saw this sign:
